CERPAD stands for “National Centre for Rural Planning and Development“. It is one amongst the various Institutes housed under the Ministry of Public Works (MOC) of Vietnam. Between 1989 and 1992, Bob Hardy FRAIC acted as Team leader of a UNHABITAT executed project funded by UNDP, VIE/86/020 “Integrated Rural Infrastructure Development”, supporting CERPAD’s rural infrastructure planning and implementation efforts.
Project VIE/020 further developed the “pro-poor” and “bottom-up” planning approach to small-scale rural infrastructure which was initiated by the FRAR Programme in Côte d’Ivoire in the 70’s, also with UNCHS/UNDP and Bob Hardy FRAIC’s assistance.
